Wyre Dock Development Ltd proposed this imaginative and bold scheme. Creating a new, all year round visitor destination and commercial park to revitalise an area of existing waterside property. And provide a boost to Fleetwood’s economy and profile.
Wyre Dock Development at ‘Fleetwood Quays’
The proposed scheme has a working title of Fleetwood Quays (see the artists impression above).
It includes
- a hotel,
- themed restaurant,
- visitor and heritage attractions,
- retail outlet
- and private accommodation.
The scheme is at concept stage while discussions with the land owners and potential development partners take place. The visuals showed what could be included in the final development. This could be subject to change as the project progresses.
A dedicated ‘fish park’ could also be part of a wider development. Conscious of the issues regarding Fleetwood’s links to the transport network, Wyre Dock is also in discussion with the relevant parties.
Wyre Dock Development Ltd is maintaining conversation with the land owners and operators, Associated British Ports (ABP). They’re aware that the Port of Fleetwood figures high on the list of priorities for the company’s property arm. Meetings have taken place in London and Fleetwood. Wyre Dock Development is currently awaiting strategic decisions by ABP, to take the project to the next stage.
Who are Wyre Dock Development?
Wyre Dock Development Ltd was formed and registered in 2016. It’s aim is to provide the launch vehicle for an ambitious project benefitting Fleetwood and the wider community.

The company’s directors Frank Heald and John Woodman are residents of the Fylde Coast. They have strong links to Fleetwood and a desire to make a difference to the Town.

Wyre Dock Development Project Timeline
November 2017 – The project is presented for the first time. An audience of residents, business leaders, local authority representatives and interest groups attend a meeting at Rossall School to hear an overview and meet the leading players.
January 2018 – Director John Woodman is invited to attend a seminar in Blackpool hosted by Business in the Community. This is the organisation dedicated to responsible business, created nearly 40 years ago by HRH The Prince of Wales to champion responsible business. John shared the proposals with those attending.
May 2018 – Representatives of Beijing Construction & Engineering Group International (UK) Ltd visited Fleetwood and Wyre Dock on May 25th to the view the site, hear about the proposals and meet Cat Smith MP and her colleagues to discuss Fleetwood’s economic objectives.
October 2018 – Visit to Grimsby’s Fishing Heritage Centre and the area known as the ‘Casbah’ to see how imaginative and considerate regeneration could create a valuable new community asset with associated economic benefits. There are clear parallels with the proposals for Fleetwood.
March 2019 – The development is showcased at MIPIM the World’s leading commercial property expo, held in Cannes by architects Brock Carmichael. The Liverpool-based agency have an international reputation for similar projects and have produced the concept designs.
April 2019 – The House of Lords Select Committee report on the Future of Seaside Towns highlighted the need for investment and imaginative solutions to the decline in traditional industry and a reliance on tourism. The report said “Seaside towns must be inspired to regain their pioneering spirit and evolve to meet present day and future challenges.” – The full report is available here.
April 2021 – the registered company ‘Wyre Dock Development Ltd’ is dissolved.

Please put up a fence that cannot be seen through to hide the area where the ro ro ferry terminal is until something is done with the waste ground . It’s one of the first impressions visitors get of Fleetwood (a dump!) and first impressions are lasting impressions .
just had 3nights at the North Euston Hotel while my apartment in cleveleys was being decorated and I have a disabled daughter who is in a wheelchair. we thoroughly enjoyed our stay in Fleetwood and the hotel is excellent – why travel hundreds of miles away when we have such beautiful places near to us. I would highly recommend the hotel and we will definitely be having more mini breaks.
